We are excited to announce that South Valley Sewer District has changed its name to Jordan Basin Improvement District.
Many of you looking for toilet paper may think that items such as napkins, paper towels, or even flushable wipes are ok to flush down the toilet – they are not. These items are the leading cause of sewer backups because, while they may go down the toilet, they do not dissolve like toilet paper does. Because they do not dissolve, they often create blockages in sewer lines, resulting in costly sewer backups.
If you are unable to purchase toilet paper, please do not flush “alternatives” down the toilet.

Who is going to fix the problem?
That depends on whether the stoppage is in your private line or the Jordan Basin Improvement District sewer main. If it is in JBID’s main, we fix it as quickly as possible and keep you informed about what’s being done.
If the problem is with the private line connecting your house to the District main, we’ll tell you so you can get it fixed. It is against the law for the District to work on private property.
How do I tell if my sanitary sewer problem is in my house plumbing or in the public sanitary sewer main?
Generally if the problem is within the house plumbing or private sanitary service lateral, turning off all water use will stop the backup.
Who is going to pay for this?
You pay the bill. This is why it is important to make sure your homeowner’s insurance covers sewer backups.
Will the District reimburse me for the damage if the backup is in the District’s main?
Only if we had advance knowledge that the District system was at fault and we didn’t fix the problem.
Is this District policy or law?
This is law. Public funds can’t be spent for private purposes. The District is only responsible for its own property – not your line or connection to the main. The District can only be held liable for damages if we knew we had a problem and didn’t fix it in a reasonable time.
How do I find out if I can be reimbursed?
If the stoppage is not in your private line, you can file a claim. District staff will investigate to see if the District is liable, which includes prior notice of the District system’s problem. Make sure you have proper insurance. Sewer backups are not automatically covered by all homeowner’s insurance policies. Check your policy to make sure you are covered for damages due to sewer backups. Remember, the District is not an insurer. The District can only pay for damages under extremely limited circumstances set out by law. Don’t assume you’re covered! You may need a special option for coverage. Talk to your insurance agent.

13400 South Sewer Upgrade Project – April 2026 Update
Jordan Basin Improvement District (JBID) continues sewer line upgrades along the 13400 South corridor in Riverton. The project is installing upsized sewer main pipes to meet current and future wastewater/sewer collection needs. Project completion is expected by late June 2026.

3600 West to 2700 West
Paving
- Crews anticipate beginning milling operations between 2700 West and 3600 West as early as May 1, followed by paving operations the week of May 4.
- To accommodate this work, traffic will be shifted to the north side of 13400 South. Drivers should expect temporary lane shifts and changing traffic patterns in the area.
- The east side of 2700 West to the Utah & Salt Lake Canal will remain closed during this work.
- A short duration closure at the 2700 West and 13400 South intersection will occur during paving operations. This closure is expected to last a few hours.
- Drivers should use caution near the 2700 West intersection, where uneven pavement surfaces may be present during construction.
Striping & Road Markings
- Striping within the project limits will follow paving operations.
- The City is working to bring a contractor on board to surface the north section of the road so permanent striping can be installed.
Utility Work
- Following paving, crews will complete utility adjustments (collar work), which is expected to last approximately one month.

11000 South Sewer Upsizing – January 30, 2026
Construction of the 11000 South Sewer Upsizing project is now underway!
Upcoming Work Activities
- Due to an unanticipated delay in material production, our crews are temporarily pausing construction and will remove some vehicles and equipment from the current work area to open up residential parking.
- On Wednesday, February 11, our crews will return with their equipment to set up the sewer bypass system which will temporarily divert wastewater around our work area. This allows for uninterrupted service during construction.
- Then for approximately two weeks, they will trench west to east on Maple Farms Lane within the Gables HOA community to remove and replace the sewer pipe and manholes.
Work hours will typically be Monday through Friday, between 7 a.m. and 7 p.m. Weekend work will take place only as needed.
Nearby residents and businesses can expect increased noise, dust, and vibration during work hours.
Schedule subject to change due to weather or other unforeseen circumstances.
Traffic Alerts
- For your safety, parking may be limited or unavailable near the immediate work area.
- Business and residential driveway access may be closed intermittently throughout construction. Notices will be provided to the impacted parties in advance. Please reach out to our project team using the contact information below if you have any specific accessibility requirements.
Safety
- For the safety of our crews, please stay alert when driving through the work zone and pay attention to any traffic control devices in the road.
- Please encourage your children to avoid the construction zone, both during and outside of work hours.
Project Background
The Jordan Basin Improvement District is upsizing the sewer infrastructure along 11000 South in Sandy and South Jordan. This work will require trenches to be cut in order to remove and replace the sewer line, as well as boring operations underneath I-15 and the railroad.
This project will increase the sewer capacity to keep up with the current needs of the area and support anticipated growth.

Read text version: Cadbury Drive Sewer Replacement
11000 South Sewer Upsizing Project – Cadbury Drive Sewer Replacement
As early as Friday, April 3, our crews will begin to replace sewer pipe on Cadbury Drive heading east from Maple Farms Lane to Sterling View Drive.
For approximately 2-3 weeks, Cadbury Drive will be CLOSED at our work zone to all through-traffic to accommodate work activities. This is necessary to maintain a safe work environment for our crews and for residents and visitors entering and exiting the neighborhood.
For residents in the Gables and the Villas HOA communities, access will be maintained through the gates located on:
- Cadbury Drive/Aspen Peak Dr
- Shilling Avenue
- Aspen Gate Lane/415 West
The existing gates will be opened prior to the temporary Cadbury Drive road closure.
Our crews will reopen Cadbury Drive as soon as it is safely possible.

We understand this is an inconvenience and will add time to your commute, but we appreciate your patience and understanding as we complete this critical infrastructure project. Our crews are working as quickly and safely as they can to restore the area as soon as possible.
